Jeff Shaw has specialized in disaster recovery consulting since 1994, and is recognized nationwide as a leader in the administration of the FEMA Public Assistance program. As a seasoned disaster recovery consultant, Shaw has advocated for many high-profile applicants that have suffered from some of the nation's worst disasters; including the Port of New York & New Jersey for the 9-11-2001 disaster, and the City of New Orleans and Mississippi State Port Authority following Hurricane Katrina.
Shaw specializes in FEMA policies and regulations, including eligibility determinations, dispute resolution and appeals, and hazard mitigation proposal development, as well as determining proper eligibility reductions based on flood-zone regulations and available insurance coverage. Because of his longevity in this field, Shaw has experienced not only dramatic changes in the Public Assistance program, but also notable shifts in policy and practice. His ability to understand, explain and substantiate applicant positions, coupled with his extensive knowledge of applicable FEMA policies and regulations, has facilitated the reversal of numerous ineligibility determinations in the field, on appeal or through federal arbitration proceedings.
Shaw is a published author and national presenter who has given numerous seminars on financial recovery from a declared disaster. Shaw has published articles in national publications such as American Infrastructure and is a contributing author to both Disaster Recovery Today, a publication focused on the fundamental concepts of the FEMA Public Assistance program and Adjusting Today, a publication that concentrates on property damage and business interruption insurance claims issues and coverages.
